[News from News Center] On Oct. 29th, the initiating meeting of “Total Organic Carbon (TOC) In-situ Optical Sensors in Seawater and Online Monitoring Instrument R&D” was held at Conference Room, 18th Floor, YSU Century Building. It is a key project of National Key R&D Program project “Marine Environmental Security Safeguard”, with YSU as initiator and Prof. Weihong Bi from School of Information Science and Engineering as director.
More than 20 representatives from 12 institutions attended the meeting: Wuhan University of Technology; Institute of Deep-sea Science and Engineering, Chinese Academy of Sciences (IDSSE, CAS); National Marine Information Center; Jinan University; Qinhuangdao Monitoring Station of the State Oceanic Administration (SOA); the First Institute of Oceanography, SOA; National Laboratory for Marine Science and Technology; Zhejiang University; Yanshan University; Nanjing University; National Ocean Technology Center; and Beijing SDL Technology Co., Ltd. YSU President Hongmin Liu met all the experts.
Project Implementation Demonstration Expert Group is composed of Academician Desheng Jiang from Wuhan University of Technology, Researcher Xiaotong Peng from IDSSE, CAS, Researcher Zhihua Ma from National Marine Information Center, Prof. Tianjiu Jiang from Jinan University, Researcher Jianle Zhang from Qinhuangdao Monitoring Station of SOA, Researcher Yanfeng Wang from the First Institute of Oceanography, SOA, and Researcher Xiujun Sun from National Laboratory for Marine Science and Technology.
The initiating meeting was hosted by Prof. Huagui Huang, Deputy Director of YSU Scientific Research Institute. He read out the project approval on behalf of the project management agency, and conveyed the relevant provisions of the implementation and management of projects, requiring the project and subject-level commitment units and participating units to effectively implement legal person responsibility, and ensure the tasks accomplished with nice quality and quantity.

Subsequently, Prof. Weihong Bi, the director of the project “TOC In-situ Optical Sensors in Seawater and Online Monitoring Instrument R&D”, gave an overall report on the implementation plan, and detailed the content, co-ordination and decomposition, annual plan, organization safeguard and risk control measures of the project. Prof. Fei Xu from Nanjing University and other 4 directors reported the implementation plan of the project respectively.

The Expert Group listened to the report on the overall situation of the project, questioned and discussed related issues, and then gave full affirmation to the work of the team. Besides, they also put forward suggestions that some issues in the project need to be more specific and further strengthened in the implementation later. This meeting marks the project “TOC In-situ Optical Sensors in Seawater and Online Monitoring Instrument R&D” with success to pass the demonstration and formally enter the concrete implementation stage.

The project of National Key R&D Program “TOC In-situ Optical Sensors in Seawater and Online Monitoring Instrument R&D” aims to solve the problem of online monitoring of TOC in seawater, develop a prototype of the TOC in-situ optical sensor and on-line monitoring instrument, and establish the industrialization base. It actively promotes the construction of innovative research and development teams, the training of high-level talents, and the construction of high-level R&D team to conduct research, technology promotion and engineering application and evaluation. Focusing on “industry-university-research-application”, it combines the work of the project group and the project’s research results to establish offshore marine automatic monitoring instrument industrialization base for the production of the core sensors and online monitoring instruments for marine environment, which makes contribution to the strategy of building China into a strong maritime country.
