HGEAIS Expert Group of the Ministry of Education Conducts On-Site Examination at Yanshan University

From September 20 to 21, entrusted by the Ministry of Education (MOE), an expert group of 6 people, led by An Yan, Deputy Secretary of the China Education Association for International Exchange (CEAIE), conducted the on-site examination for Higher General Education Accreditation for International Students in China (HGEAIS) at Yanshan University. The on-site examination is divided into on-site explanation meeting, teacher and student interview, on-site inspection, attending a lecture, reviewing documentary materials and on-site examination feedback meeting.

On the morning of September 20, the on-site explanation meeting was held at Room 2103 of the Century Building. Zhao Xianfeng, Secretary of the CPC Yanshan University Committee, chaired the meeting. Chen Guoqiang, a member of the standing committee of the CPC Yanshan University Committee and Vice President, and heads of relevant functional departments and schools attended the meeting. Zhao extended warm welcome and heartfelt thanks to the expert group, and briefed the expert group on the history and recent achievements of the university. He said that the university will cooperate fully with the expert group to ensure the on-site examination proceeds smoothly. An Yan, Deputy Secretary -General of CEAIE, explained in detail the significance and work arrangement of higher general education accreditation for international students in China to the participants. Professor Wen Guangrui, the head of the expert group and Dean of the School of International Education of Xi’an Jiaotong University, introduced in detail the composition and work requirements of accreditation. Chen Guoqiang delivered a keynote speech titled “Keep abreast of the situation, and plan in advance to promote the connotative high-quality development of higher general education for international students of Yanshan University”, which covers such topics as the overall advance of accreditation, the results of self-assessment and self-correction, and future development planning and development measures.

In the expert interview, the expert group interviewed the leader in charge of education for international students of the university, the head of the management department, person in charge of related function, heads of international student training schools as well as teacher and student representatives, and gained a deep understanding of the university’s work system and mechanism in enrollment, training and management of international students.

On the afternoon of September 20, the expert group conducted an on-site inspection on dining, accommodation and learning environment for international students as well as the internal atmosphere of the campus, visited the Ethnic Restaurant, Banyan Tree Restaurant, international student apartment and the School of International Education at West Campus, and checked the documentary materials related to teaching, training and management of international students.

On the morning of September 21, the expert group drew a list of courses, and attended the specialized course for international students in Chinese and English, the “Introduction to China” course and the Chinese language and literature undergraduate specialized course for international students.

On the afternoon of September 21, the expert group held an on-site examination feedback meeting at Room 2103 of the Century Building. Zhao Xianfeng, Secretary of the CPC Yanshan University Committee, attended the meeting and delivered a position statement on behalf of the university. Chen Guoqiang, a member of the standing committee of the CPC Yanshan University Committee and Vice President, chaired the meeting. Professor Wen Guangrui, the head of the expert group, presented the preliminary feedback on the results of the on-site examination. He pointed out that after the two-day on-site examination and comprehensive appraisal, the expert group agreed that Yanshan University attaches great importance to higher general education for international students in China, and has established a sound work system and mechanism led by the CPC Yanshan University Committee, characterized by the collaboration of functional departments and training schools, and managed by the School of International Education, built a highly trained, competent, professional, vigorous international education support service team, and formed a talent training closed loop that supports education for international students in China through international cooperation and overseas teaching and promotes the two-way program of “introducing international students to the university while going global”. At the same time, the expert group proposed recommendations in such aspects as continuing to increase the number of international students, establishing a development and support system, mining development resources and boosting the brand of Yanshan University among international students. The expert group expressed the hope that the university will seize the opportunity of the accreditation to further strengthen the top-level design of education for international students, highlight the international cooperation features and discipline advantages, further innovate the work thinking, condense the new development concept of education for international students, and reach the purpose of promoting correction and construction through appraisal.

Zhai Jinming, Director of Department of Education Service and Accreditation of CEAIE, recognized the university’s achievements in education for international students, and proposed two recommendations: firstly, the university should continue to strengthen the connotation construction, and make progress while ensuring stability to enable the philosophy and policy to yield results and transform input into benefit output; secondly, Yanshan University has achieved good demonstration effects in the advance of international cooperation, overseas teaching and education for international students, and should extract a highlight from this achievement.

Zhao Xianfeng pointed out that the on-site examination is not only a comprehensive physical examination of the quality of Yanshan University’s education for international students, but also a measure to promote the implementation of the spirit of President Xi Jinping’s important remarks on education, to serve the national strategy of educational opening up, and to accelerate the construction of a domestic first-class and world-famous research university. He said that the university will rectify the existing problems in strict accordance with the requirements of the expert group’s feedback, strive to increase the number of international students, optimize the working environment, improve the support system, and strengthen the guarantee for overseas education, thus enhancing the competitiveness, influence and reputation of education for international students, building the brand of Yanshan University among international students, and making contributions to serving the national strategic planning and course for higher general education for international students in China.

HGEAIS is conducted by CEAIE in accordance with the accreditation criteria, standards and requirements recognized by the government, society and colleges, for the purposes of proving that a university’s higher general education and management level for international students conforms to the recognized quality standard. Entrusted by MOE, the CEAIE launched the accreditation since 2016. The accreditation is divided into two parts, namely self-assessment and self-correction and on-site examination.
