Taking the promulgation and implementation of the new government information disclosure regulations as an opportunity, focusing on the new regulations and new clues, and then giving a unique understanding of the legal basis and cultural origins of the government information disclosure system; learning through the series of documents of State Council and typical cases study the ways of the government information disclosure system; and analyze and evaluate the issues of “abuse of information application” and “abuse of the right to appeal” caused by “over-application” in the practice of government information disclosure.
Speaker Introduction
Professor Zhao Zhengqun is currently working at the Law School of Nankai University. He was studing abroad and taught at Hokkaido University (1996-2000) and Sakura Merrill University (2016-2019). The pioneering research on the administrative litigation rights and the Supreme People’s Court Communiqué was initiated earlier in China, which promoted the establishment of the Chinese case guidance system. He has taken the lead in publishing a series of papers on government information disclosure in China, which has promoted the research and legislative work of government information disclosure in China. As a special host, he has presided over “information freedom and information disclosure” and “information legal system and Chinese social development” and other columns in some university journals.
He has been employed as a long-term legal consultant of the Tianjin Municipal Government and was employed by the Experts Group of the China Human Rights Action Plan project of the State Council Information Office to participate in the National Human Rights Action Plan (2009-2010), (2012-2015) and 2012 and 2013. He was invited to interpret China’s national human rights action plan in CCTV’s talk show, People’s Daily and its overseas editions, Xinhuanet, China.com and other mainstream media.
