[News from News Center] On Sep. 6th, the commendation conference honoring excellent proposals and advanced organizers of the 12thNational Committee of the CPPCC (Chinese People’s Political Consultative Conference) was held in Beijing. Member of the CPPCC National Committee, YSU Vice President Prof. Fucheng Zhang’s proposal,“Strengthen Legislation and Supervision to Standardize the Employment and Management of Foreign Teachers in China”, was elected excellent proposal. Member of Standing Committee of Political Bureau, the CPC Central Committee, Chairman of the CPPCC National Committee Zhengsheng Yu, Vice Chairman Qinglin Du and Qingli Zhang, and other state leaders attended the conference. The 12thCPPCC National Committee received a total of 29430 proposals, 240 of which were elected excellent proposals and 108 personal excellent proposals.

Fucheng Zhang is now YSU Vice President, member of China Democratic League (CDL), Vice Chairman of CDL Hebei Committee, and member of the 12thCPPCC National Committee. He devoted himself to work and scientific research, but also showed huge enthusiasm by actively offering advice and suggestions on education, science& technology, and people’s welfare. During his term of office as a member of the 12thCPPCC National Committee, over 10 proposals and speech materials were submitted to the Committee. Some high-quality proposals attracted broad attention, including:“Strengthen Legislation and Supervision to Standardize the Employment and Management of Foreign Teachers in China”,“Construct Strategic Alliance among Universities to Boost Coordinated Development of Higher Education in Beijing-Tianjin-Hebei Region”,“Strengthen Talent Communication of the Belt and Road Initiative, Focus on Talent Introduction and Output”. He was interviewed by Xinhua net, people.cn, Journal of the CPPCC, Hebei TV, Hebei Broadcasting Station, and other Media. In 2016, Fucheng Zhang made a speech in group discussion of CPPCC, which produced a sound social response.
Fucheng Zhang, combining his responsibility in work with broad investigation, made the prize-winning proposal on management of foreign teachers in China. He called for the establishment of specialized agency to evaluate foreign teachers on their qualifications, competence, morals and culture, to perfect standards, regulations, and others laws on employment of foreign teachers, and to standardize legal status, rights and obligation of foreign teachers.
