In order to promote the construction of a country with strong education, science, technology and talents, further the industry-university-research integration, and cultivate more outstanding engineers and other top-notch innovative talents, Yanshan University (YSU) has planned to establish the School of Outstanding Engineers, and the founding conference was held in Qinhuangdao on the morning of May 21.
The conference was attended by Zhang Huaping, Second-level Inspector of Hebei Education Department and Director of the Department of Degree Management and Postgraduate Education, Wang Hefu, Second-level Inspector of the Industry and Information Technology Department of Hebei Province, Li Guoqiang, Vice Mayor of Qinhuangdao City, Zhao Deli, Chief Engineer of China First Heavy Industries Co., Ltd., Wang Shechang, member of the CPC Committee of SINOMACH-HE, and Deputy General Manager and Chief Engineer of SINOMACH-HE, Zheng Qingfeng, Deputy Secretary of the CPC Committee of AECC Changchun Control Technology Co., Ltd., Qi Jianjun, Deputy General Manager of HBIS, Zheng Zhongliang, Deputy General Manager of China MCC22 Group Corporation Ltd., and Lyu Jin, Deputy General Manager of Tianjin Research Institute of Electric Science Co., Ltd. The conference was also attended by representatives of 30 member units of the Council of the School of Outstanding Engineers, including XCMG, GWM and CITIC Dicastal, representatives of 5 universities approved for the construction of National School of Outstanding Engineers, namely, Harbin Institute of Technology, Beihang University, Tianjin University, Chongqing University and University of Science and Technology Beijing, as well as representatives of Hebei University of Technology.

Zhao Dingxuan delivered a welcome speech on behalf of YSU to express his gratitude to the authorities, companies, institutions and universities who have been always supporting the development of YSU. He emphasized that, in constructing the School of Outstanding Engineers, YSU will focus on four aspects: 1. It will adhere to the shared mission, focus on the top priorities of the country, and comprehensively improve the quality of talent cultivation. 2. It will adhere to key breakthroughs and accelerate the cultivation of high-level innovative talents urgently needed by the country to meet major national strategic needs. 3. It will adhere to platform co-construction and teacher sharing, deepen the integration of industry and education, and promote the new model of cultivating outstanding engineers through university-business cooperation. 4. It will adhere to the pursuit of excellence, develop an excellent engineer training system with YSU characteristics, and strive to construct a “model school” for outstanding engineer cultivation for universities at the local level.

Zhang Huaping expressed his warm congratulations to the establishment of the School of Outstanding Engineers at YSU, and put forward four hopes for the development of the School: 1. Have firm confidence: Outstanding engineers are a national strategic force and cultivating outstanding engineers is a national strategy that must be implemented steadfastly. 2. Work together in the same direction: We should keep studying the changing trends in talent cultivation and the strategic needs of the country, and find a new path for engineering talent cultivation that suits our own development. 3. Strengthen collaboration: We should break down all barriers, establish a good internal mechanism for collaborative innovation, and strengthen the government-business-university and business-university-research collaborations to pave the way for the cultivation of graduate students and scientific and technological innovation. 4. Make further exploration: We should strengthen top-level design, unleash innovative vitality, take the lead in developing an excellent model for engineering talent cultivation, and make greater contributions to the cultivation of outstanding engineers at the province level.

Wang Hefu said that talent is the foundation of our long-term cause. Knowledge makes us powerful and talent builds our future. In recent years, the CPC Provincial Committee and Provincial Government have attached great importance to the cultivation of talent teams and development of industrial innovation, adopted innovation-driven approaches and multiple measures, vigorously cultivated industrial and technical talents, and provided strong support for promoting the high-quality development of the province’s manufacturing industry. YSU has a long history in engineering education and has cultivated a large number of high-quality talents for industrial transformation and upgrading, and high-quality development of the manufacturing industry in Hebei Province. He said that the Industry and Information Technology Department of Hebei Province will continue to pay attention to and support the construction and development of YSU as always.

Li Guoqiang expressed his warm congratulations to the establishment of the School of Outstanding Engineers at YSU, and expressed his heartfelt thanks to YSU for its positive efforts in promoting the economic and social development of Qinhuangdao over the years. He said that YSU, as a “banner” of higher education in Qinhuangdao City, has a profound history, distinctive education characteristics and strong scientific research capabilities. While actively deepening the reform of engineering education, YSU takes the lead in the province to establish the School of Outstanding Engineers. This initiative will definitely build up YSU’s advantages in scientific and technological innovation and discipline construction, and provide stronger talent support for the city’s industrial development. Qinhuangdao City will continue to pay attention to and support the development of YSU as always. It will provide more policy support and services to create a good development environment for YSU and promote its high-quality development in various undertakings.
Li Jun delivers a speech
Li Jun, Deputy Director of the Talent Development Office of the Graduate School of Harbin Institute of Technology, delivered a speech on behalf of the universities approved for the construction of National School of Outstanding Engineers that attended the conference. He shared the construction experience of the National School of Outstanding Engineers: 1. The university should effectively improve political stance, thoroughly study and implement the guiding principles of the important speeches of General Secretary Xi Jinping, and accurately understand the strategic significance of cultivating outstanding engineers from the overall perspective of promoting Chinese-style modernization. 2. The university should deepen the reform of engineering education, and focus on meeting the needs of national strategies and local industrial clusters and key industry chains. 3. The university should continue its efforts in building an excellent faculty team, enhance the talent attraction and training system, improve the appointment criteria for business mentors, and take industry background and practical experience as key criteria for teacher assessment. He said that the establishment of the School of Outstanding Engineers not only strengthens YSU’s determination and confidence in cultivating outstanding engineering talents, but also shows its positive response and commitment to meeting the requirements of engineering education in the new era.

Zhao Deli delivered a speech on behalf of the companies involved in the co-construction of the School of Outstanding Engineers. He said that YSU was inspired by the mission of saving the country through industry and developing the country through education. It was born on the Red Bank and grew on the coast of Bohai Sea. It started in an important industrial town and flourished at the foot of the Taihang Mountains. YSU has provided strong support for core technology research and professional development with its strong educational capabilities, cultivated a large number of outstanding talents, and made outstanding contributions to the development of the country in various undertakings. CFHI attaches great importance to the cultivation of outstanding engineers and will actively provide good conditions for the professional practice of master and doctoral students in engineering to ensure that they practically work on problems, carry out scientific research and produce results, so as to make achievements in heavy machine manufacturing and talents cultivation.

Zhao Yanzhi, Vice Dean of the Graduate School of YSU, introduced the construction of the School of Outstanding Engineers. Thanks to the joint efforts of the university and companies, “Four Joint” and “Four Interconnection” mechanisms will be developed to build the School into a highland for independent cultivation of outstanding engineering talents.

Zhao Xianfeng awarded the plaques to the 13 standing member units of the Council of the School of Outstanding Engineers. After the founding conference, the School of Outstanding Engineers held the first plenary meeting of the Council, and reviewed and passed the Charter of the Council of the School of Outstanding Engineers at YSU and related institutional documents. The “Experience Sharing Session by Universities on the Construction of the School of Outstanding Engineers” was held during the conference period. Representatives from 5 universities, including Harbin Institute of Technology, shared their experience in the construction of the National School of Outstanding Engineers.

After the conference, the participants visited YSU’s History Museum, National Engineering Research Center for Equipment and Technology of Cold Rolled Strip, and State Key Laboratory of Metastable Materials Science and Technology.
The newly established School of Outstanding Engineers at YSU will pay close attention to major national strategies, industry development and regional economic and social development needs, focus on key areas such as industrial mother machines, construction machinery, new materials, smart energy, artificial intelligence, transportation, green construction, and low-carbon chemical engineering, provide top-notch innovative talents to support industrial transformation and upgrading and enhancement of business innovation capabilities, construct a “model school” for outstanding engineer cultivation for universities at the local level, and establish a demonstrative and leading cultivation base for outstanding engineers and other talents that is based in Hebei and open to the whole country.
