On September 18, the 9th Session of the Hebei Provincial Association for Research Management of Higher Education Institutions, along with the inaugural general assembly of its members and the 2023 Hebei Provincial Academic Seminar on Research Management of Higher Education Institutions, were grandly held at the Shoulv Jinglun International Holiday Hotel in Qinhuangdao. Following the election, Yanshan University (YSU) was elected as the President Unit of the 9th Session of the Hebei Provincial Association for Research Management of Higher Education Institutions. Zhao Xianfeng, Secretary of the CPC YSU Committee, was elected as the President of the Association. Wang Desong, Vice President of YSU, was elected as the Executive Vice President, and Yan Shuting, Dean of the Institute of Science and Technology, was elected as the Vice President and Secretary-General of the Association.
Li Zhimin, former Director of the Science and Technology Development Center of the Ministry of Education, Vice President of the China Society of Educational Development Strategy, and Chairman of the Talent Development Professional Committee, Lei Yanguang, Director of the Office of Science and Technology of Hebei Education Department, and Zhang Jianrong, Deputy Director of the Office of Science and Technology of Hebei Education Department, as well as Zhang Yong, First-Level Researcher of the Office of Policy and Regulations of the Hebei Provincial Department of Science and Technology, Yan Jianzhuo, Deputy Secretary-General of the National Association for Research Management of Local Universities and Vice Dean of the College of Science and Technology Development at Beijing University of Technology, Yang Xiaogang, Secretary-General of the Research Management Subdivision of the Zhejiang Province Association for Higher Education and Director of the Science and Technology Division at Zhejiang Sci-Tech University, were present at the meeting. Additionally, Zhao Xianfeng, Secretary of the CPC YSU Committee, and Wang Desong, Vice President of YSU, attended the conference. Nearly 300 participants, including research-focused university leaders, heads of research management departments, and researchers from over 80 universities across the province, also attended the meeting. The meeting was presided over by Yan Shuting, Dean of the Institute of Science and Technology at YSU.
During the meeting, Wang Desong delivered a welcome address on behalf of YSU. He extended a warm welcome to the attendees and provided an introduction to YSU's research strengths, distinctive features, and recent achievements. He also expressed his best wishes for the successful outcome of the conference.
The conference reviewed and approved the work report and financial report of the 8th Session of the Association, as well as the Charter of the Hebei Provincial Association for Research Management of Higher Education Institutions, the Standards and Management Measures for Membership Fees Collection of the Hebei Provincial Association for Research Management of Higher Education Institutions, and the Methods for the Election of Directors, Executive Directors, Secretary-General, Vice Presidents, President, and the 1st Board of Supervisors of the 9th Session of the Hebei Provincial Association for Research Management of Higher Education Institutions. Additionally, elections were held to appoint members, directors, executive directors, secretary-general, vice presidents, president, and the 1st Board of Supervisors for the 9th Session of the Association.

Zhao Xianfeng, speaking on behalf of the 9th Session of the Board of Directors of the Association, expressed gratitude for the guidance and assistance from the Ministry of Education, the Provincial Department of Education, the Provincial Department of Science and Technology, as well as leaders from local universities across the country and the Zhejiang Provincial Association for Research Management of Higher Education Institutions. He also extended his thanks to all member institutions for their support and trust in YSU. He stated that the Association will continue to be rooted in Hebei, focus on collaboration, take proactive initiatives, and shoulder responsibilities with determination. It will strive to promote high-quality development in research management in Hebei's higher education institutions, contributing to the province's goal of becoming an economically strong and beautiful Hebei while harnessing the strength of universities.
In his speech, Zhang Yong pointed out that the Association serves as a crucial bridge and link between the Provincial Department of Science and Technology, the Provincial Department of Education, and all the universities in the province. He expressed the hope that the Association would take on more significant responsibilities in the management of scientific and technological innovation across universities in the province. He urged the Association to strive towards aligning scientific and technological innovation achievements with national and regional development needs, assisting universities in training more science and technology talents for building a modern socialist country in all respects, and contributing to the innovation-driven development of our province.
Lei Yanguang congratulated the successful convening of the conference and expressed gratitude for the effective work carried out by the Association's previous boards of directors. He hoped that the Association would continuously enhance its political stance, fully leverage its advisory role, and comprehensively strengthen its own capacity building to provide a communication and exchange platform for research management in higher education institutions across the province. Furthermore, he encouraged all universities to focus on the construction of a "Chinese-style modernized education scenario" in Hebei, accelerate reforms in research organization models, and pay particular attention to efforts related to "one reform, two construction, and five capabilities". This, he emphasized, would provide strong support for the province's strategy of becoming a technologically strong region.
During the subsequent 2023 Academic Seminar on Research Management, several presentations were given: Li Zhimin delivered a report titled "Supporting High-Quality Development of Higher Education with High-Level Research"; Yan Jianzhuo presented a report titled "Creating an Innovative Ecosystem for Universities and Exploring New Models for Achieving Research Output Transformation"; Yang Xiaogang gave a presentation titled "Exploration and Practice of Organized Technological Achievement Transformation in Universities"; Liu Weipeng, Dean of the Institute of Science and Technology at Hebei University of Technology, delivered a report titled "Exchange of Work in the Organization and Management of National Natural Science Foundation"; Song Fengxuan, Director of the Social Sciences Division at Hebei University, presented a report titled "Thoughts on Building Research Bases for Humanities and Social Sciences in Universities"; Yan Shuting, Dean of the Institute of Science and Technology at YSU, delivered a report titled "Reflections and Practices on Nurturing Flagship Research Achievements in Universities". The seminar was hosted by Zhou Gaoyi, Director of the Office of Social Sciences at YSU.
Following the presentations, the conference organized three thematic group discussions on the topics of "Strengthening Organized Research to Enhance Technological Innovation Capabilities", "Adhering to Intrinsic Development to Enhance the Sustainability of Philosophy and Social Sciences", and "Promoting the Transformation of Scientific and Technological Achievements to Serve Local Economic Development". Attendees expressed their views and engaged in extensive discussions, collectively providing insights and recommendations for the development of research management in higher education institutions in our province.
It is understood that the Hebei Provincial Association for Research Management of Higher Education Institutions was established in 1986. It is a first-level social organization in Hebei Province and serves as a provincial-level, industry-specific social organization formed by professionals engaged in research, research management, and leadership in higher education institutions across the province. The successful convening of the general assembly of all members of the Association and the academic seminar is a vivid practice in implementing the integrated development of education, science and technology, and talent—the "Three-in-One" synergy—in accordance with Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It serves as a practical step to deepen the theme education on Xi Jinping Thought, with concrete measures. It has provided a good platform for ideological consensus and added developmental momentum for research management in higher education institutions across the province. This holds significant importance in contributing the efforts of universities towards accelerating the construction of an economically strong and beautiful Hebei, and actively participating in the realization of China's modernization, with a focus on Hebei Province.
